Description

The U.S. General Services Administration (GSA), Public Buildings Service, is hosting an Industry Day on Wednesday, August 26, 2026, from 10:00 AM - noon Mountain Time for firms interested in the upcoming U.S. Passport Office design-bid-build construction procurement. This event will be conducted virtually via Google Meet. RSVP Link: https://forms.gle/c9VHg8anyCicqzxq6 Project Description: GSA intends to procure a firm-fixed-price, design-bid-build construction project to establish a turnkey U.S. Passport Office for the U.S. Department of State at the Wallace F. Bennett Federal Building in Salt Lake City, Utah. The project includes approximately 48,000 square feet of construction consisting of: A new 30,000-square-foot U.S. Passport Office; Tenant improvements to relocate five existing tenant agencies; Modifications to space occupied by a sixth tenant agency (U.S. Department of Health and Human Services) to accommodate a new ABAAS-compliant restroom; and Renovation of the building lobby, including security screening enhancements. A seventh tenant agency will relocate under a separate construction contract. While outside the scope of this procurement, coordination with that effort will be required due to project sequencing. Because the Bennett Federal Building will remain fully occupied throughout construction, the contractor will be required to execute the work in coordinated phases to maintain public access, continuous security screening operations, building functionality, and ongoing tenant operations while minimizing disruptions. Acquisition Overview: This procurement is being delivered using the design-bid-build methodology. The Government will competitively procure and award a construction contract to a general contractor responsible for the overall project execution and management. Contract award is anticipated in March 2027. The Government will issue the solicitation as an unrestricted procurement. The anticipated period of performance for the construction services is approximately twenty-two (22) months. The estimated dollar value of the construction services is between $20,000,000 and $30,000,000. The purpose of the Industry Day is to provide interested firms with an overview of the project, including the Government�s vision, program objectives, functional and operational requirements, and desired project outcomes. The event will provide attendees with an understanding of the project�s scope, key design and construction considerations, and the priorities that will guide the successful delivery of the project. The Industry Day will include an overview of the anticipated acquisition strategy, procurement schedule, and planned evaluation approach, followed by an opportunity for attendees to ask questions regarding the project. The anticipated agenda includes: Welcome and introductions Project overview and objectives Scope of work and key project requirements, and desired project outcomes Acquisition strategy and anticipated procurement schedule Evaluation approach Question and Answer session Registration: This event will be open to American citizens and to foreign nationals employed by American-based contractors. To register, please complete the Industry Day Registration RSVP Google Form (provided above) no later than August 21, 2026, 2:00 PM Mountain Time. Registration is required. RSVP submissions received after 2:00 PM Mountain Time on August 21, 2026, will not be accepted. After the RSVP registration period closes, registered attendees will receive a Google Calendar invitation sent to the email address(es) provided during registration. The invitation will include the Google Meet link for the event.
