Description

The 434th Contracting Flight intends to award a firm-fixed-price sole-source contract to Testforce USA Inc. (CAGE: 4L0V9) under the authority of FAR 13.106-1(b)(1), soliciting from a single source for a requirement with an estimated value of $70,000. The Government intends to procure a quantity of Testforce TF-300 DoD Automated Test Generator (ATG) for Instrument Landing Systems (ILS). This includes the test system, proprietary software/procedures, and the associated hardware interface kit. Justification for Sole Source: The Testforce TF-300 is the only system that can meet the Government's requirement. Market research has indicated that Testforce is the only source capable of providing this highly customized equipment for the following reasons: Proprietary Software and Procedures: The required test procedures and specialized setup files were developed by Testforce in direct partnership with the Air Force Flight Standards Agency (AFFSA). These files are proprietary to Testforce, reside on the test unit itself, and are not available from any other vendor, including the original equipment manufacturer (Viavi). Testforce is the only entity that controls and provides required updates to these systems. Unique Hardware Interface Kit: The procurement requires a specific hardware "kit" containing proprietary cables and adapters necessary to interface the test set with the Air Force's CM300/350 and URC-300 radios. This hardware kit was designed by and is exclusively provided by Testforce. System Integration and Standardization: This system is the approved and standardized solution for replacing 8 to 12 obsolete instruments with a single integrated test solution, which is critical for reducing calibration costs, training time, and maintenance complexity in alignment with official Air Force Technical Orders (TOs). This Notice of Intent is not a request for competitive proposals or quotations. A formal solicitation will not be posted. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by August 25, 2026, at 1:59 PM EDT. Capability statements must provide clear and convincing evidence of the vendor's ability to provide a solution that is 100% compatible with existing Air Force airfield navigational systems and meets the precise specifications of the TF-300 DoD ATG ILS, including the proprietary software and hardware interface kits. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
