Description

Presolicitation Notice The U.S. General Services Administration (GSA), on behalf of the U.S. National Aeronautics and Space Administration (NASA), intends to issue a Request for Proposals for the award of a single firm-fixed-price design-build contract for the Engineering and Mission Operations Facility N278 located at NASA Ames Research Center in Moffett Field, California. This notice is issued for planning purposes only and is not a solicitation. Project Description This project consists of demolition of existing facilities and construction of a new multifunctional engineering and mission support facility that will consolidate key operational functions into a modern, centralized workspace. Demolition activities include removal of the existing Motor Pool Facility (Building N251), Machine Shop (Building N216), associated fuel infrastructure including two (2) existing Motor Pool fuel pumps with underground fuel tanks and environmental closure of the fuel tanks, and related site improvements. The proposed facility will consist of approximately 30,292 gross square feet and include office space, technical laboratories, meeting and collaboration areas, and mission support functions. The project supports NASA Ames Research Center�s campus modernization objectives through improved operational efficiency, high-performance building design and enhanced workplace functionality. Procurement Information GSA intends to award a firm-fixed-price design-build contract utilizing the two-phase design-build selection procedures as outlined in FAR 36.101-2 (GSA Class Deviation RFO-2025-36), in conjunction with negotiated procedures under FAR Part 15. This procurement will be solicited as full and open competition under NAICS 236220 - Commercial and Institutional Building Construction. GSA anticipates an estimated design and construction value of approximately $45 to $55 million. GSA anticipates selecting up to three (3) of the highest-rated Offerors to participate in Phase-Two. Price proposals will not be required during Phase-One. Following completion of Phase-Two evaluations, GSA intends to award a single contract to the Offeror whose proposal represents the best value to the Government. GSA anticipates using a Paired-Proposal Procedure to satisfy applicable Project Labor Agreement requirements under FAR Subpart 22.5 (GSA Class Deviation RFO-2025-22). Under this procedure, Offerors shall submit a proposal based on a Project Labor Agreement. Offerors may also submit a companion proposal for the same scope of work that does not include a Project Labor Agreement. Each proposal will be evaluated independently in accordance with the solicitation. Additional instructions regarding the paired proposals will be provided in the Phase-Two Solicitation. Build-to-Budget Procurement Approach During Phase-Two, the Government intends to utilize a Build-to-Budget design-build procurement strategy. Under this approach, Offerors will compete by demonstrating how they maximize project value within the Government�s available design-build budget. The Government seeks technical solutions that optimize functionality, quality, innovation, sustainability and operational performance while satisfying the solicitation requirements. Additional information regarding the Build-to-Budget process, proposal requirements and evaluation methodology will be provided in the Phase-Two Solicitation. Cost Accounting Standards are not anticipated to be required for this procurement. Phase-One Evaluation Factors Technical Qualifications (60%) Past Experience of the General Contractor (20%) Past Experience of the Architect/Engineer Firm (20%) Past Performance of the General Contractor (10%) Past Performance of the Architect/Engineer Firm (10%) Integrated Design-Build Delivery Approach (20%) Lead Designer (20%) Phase-Two Evaluation Factors Design Concept and Technical Approach (60%) Key Personnel Qualifications (25%) Schedule and Management Approach (15%) Firm-Fixed-Price Phase-Two evaluations will utilize a Build-to-Budget best-value methodology. Offerors will be evaluated on their ability to maximize technical value and project functionality while proposing a solution that remains within the Government�s available design-build budget. Detailed proposal instructions will be included in the Phase-Two Solicitation. Phase-Two Stipend The Government intends to provide a stipend of $100,000.00 to each unsuccessful Phase-Two offeror that submits a responsive proposal in accordance with the solicitation requirements. The stipend is intended to partially offset costs associated with the development of Phase-Two design concepts and technical proposals. Solicitation Information The Phase-One Request for Proposals is anticipated to be issued late August or early September 2026. Dates are estimated only and are subject to change. The solicitation, all amendments, notices and related procurement information will be available through SAM.gov. Interested parties are responsible for monitoring SAM.gov for updates, amendments and additional information related to this procurement. Offerors must be actively registered in the System for Award Management (SAM) at the time of proposal submission and contract award.
