Description
The project involves removal and replacement of a foundation slab of concrete, and replacement of eight anchor bolts to a Barrier Arresting Kit (BAK-12) Aircraft Arresting System. Note: This project may run concurrently with a City of Fresno Runway 11L-29R Reconstruction Contract. Please see attached solicitaiton document, and statement of work for more details. The 144 FW is requesting replacement of foundation concrete and anchor bolts to support a BAK-12 aircraft arresting system. Request for Quote (RFQ) details are provided on the attached solicitation. The 144 FW intends to award a Firm Fixed Price (FFP) contract without negotiations, so offerors are highly encouraged to quote their most advantageous pricing in their initial response. This requirement is being solicited as a Women-Owned Small Business (WOSB) set-aside. The NAICS code for this acquisition is 237310. All prospective quoters must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at https://www.sam.gov. Offerors shall respond to this RFQ via email. Quotes shall be submitted electronically to the following email addresses: jarrod.sanchez@us.af.mil; justin.scales.1@us.af.mil Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is late and will not be considered. Review the RFQ solicitation instructions for quote submission criteria. The Government reserves the right to amend or cancel this RFQ, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Submitted offers shall be valid until September 30, 2026. Site Visit Notice: A site visit will be available on August 27, 2026 (Thursday) at 9am. Approved participants shall meet at the West gate near 5323 E McKinley Ave, Fresno CA 93727. All potential attendees must complete DBIDS pre-enrollment and be listed on the base access form, section CONTRACTOR/VENDOR/VISITOR INFORMATION. https://dbids-global-enroll.dmdc.mil/preenrollui/#/landing-page A background review will be performed and only participants that have been cleared by security will be allowed to attend the site visit. A Real ID or equivalent is also required to access the base. Complete the base access form, consisting of attendee names, citizenship, and DBIDS code (save the 6-digit code accompanied with QR code). The base access form must be provided before the site visit. A foreign national requires 45 business days to review background. If confirmation has not been provided contact our office prior to the site visit to verify base access. Funds are not presently available to make award. If funds become available for award and prices are deemed fair and reasonable, it is the Government�s intent to make award.
