Description
A solicitation will NOT be posted to https://www.sam.gov due to the sole source nature of this requirement. ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC), Crane Division, has a requirement and intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the procurement of Neutron, Linear Accelerator (LINAC), and Combined Environment Testing Services in support of the Radiation Combined Environment Test Capability (RCETC) and military hardware survivability validation programs. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with only one source: Amentum Services Inc., 4800 Westfields Blvd, Ste 400, Chantilly, VA 20151 (CAGE: 5W3V7) under the authority of FAR 6.103-1[JP1] , "Only one responsible source and no other supplies or services will satisfy agency requirements" (10 U.S.C. 3204(a)(1)). The basis for restricting competition is the lack of sufficient technical data, the extreme duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable, mission-critical delays in fulfilling the agency's requirements through any other source. To sustain reliable, technically advanced nuclear weapon effects (NWE) simulation testing without duplicating massive prior Government investments in pre-project planning, hosting solution design, and facility systemization, the Contractor must possess immediate, turn-key site and operational readiness. Specifically, the only source capable of satisfying this requirement must possess: Secured Real Estate: Existing secured real estate located within immediate proximity to NSWC Crane, Indiana, to support physical GFE delivery, secure handling, and immediate logistical integration. 100% Completed Facility Designs: Completed and Government-approved facility architectural/engineering (A/E) designs (including civil, structural, mechanical/electrical utilities, and verified radiation shielding calculations) optimized to house the Government-Furnished Property (GFP). Advanced Regulatory & Safety Bases: Completed and mature Nuclear Regulatory Commission (NRC) license applications, Indiana Department of Health (IDoH) device registrations, Hazard and Operability Studies (HAZOP), and finalized Safety Basis/Radiological Control program documentation tailored explicitly to the safe operation of the high-intensity simulator sources. Established GFE Vendor Integration: Matured coordination, transition planning, and technical exchanges with the GFE manufacturer (Verus Research) to support immediate systemization, Operational Site Acceptance Testing (OSAT), and long-term capability sustainment. The contractor will be responsible for the end-to-end operation, availability, maintenance, and enhancement of NSWC-owned NWE simulators (specifically the Dense Plasma Focus (DPF) and Electron Linear Accelerator (LINAC) systems), associated diagnostics, and other GFP. No other source possesses the requisite specialized facility infrastructure, site readiness, and technical safety/regulatory baseline to perform these efforts immediately upon award. Any attempt to re-initiate the facility design, licensing, and systemization processes with another vendor would result in an unacceptable delay of multiple years and a substantial, non-recoverable duplication of cost to the Government. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below. Request for Proposal (RFP) will not be made available through https://www.sam.gov. The RFP will be provided to directly to Amentum through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiations. Contractors must be properly registered in the System for Award Management (SAM).
