This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The solicitation number is 70RDA326R00000003 and is issued as a Request for Proposal (RFP). This acquisition is a full and open competition. Description of Requirement: The Department of Homeland Security (DHS) Office of the Chief Readiness Support Officer (OCRSO) requires Aircraft Configuration Upfit and Operations & Maintenance (O&M) Support. For complete technical requirements, Contract Line Item Numbers (CLINs), Not-To-Exceed (NTE) ceilings, and delivery schedules, please refer to the attached RFP No. 70RDA326R00000003 and Attachment 1: Performance Work Statement (PWS). Proposal Instructions and Evaluation Criteria: The Government will utilize a Tradeoff source selection process. Offerors must structure their proposals into three (3) distinct volumes: Volume I: Administrative / General Volume II: Technical Proposal (Factor 1 - Demonstrated Technical Experience) Volume III: Price Proposal (Factor 2 - Price) For comprehensive proposal submission instructions, page limits, and the detailed basis for award and evaluation methodology, offerors must strictly refer to the attached Attachment 5: Addenda to RFO FAR 52.212-1 and 52.212-2. Place of Performance: Physical modification work shall be performed at the Contractor's FAA-certificated Part 145 facility.
