SOURCES SOUGHT SYNOPSIS Title: Mobile Mass Notification System for ASG-Jordan Directorate of Logistics Notice Type: Sources Sought Notice Number: ASG-J08262026AG. NAICS Code: 334290 � Other Communications Equipment Manufacturing or 561621 � Security Systems Services Response Due Date: 15 SEP 2026 NLT 1700 1.0 Introduction This is a Sources Sought Notice only. It is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Offerors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. 2.0 Background and Scope Area Support Group - Jordan requires a mobile mass notification capability for deployment. The purpose of this procurement is to acquire two (2) Mobile High-Powered Speaker Stations (MHPSS) and associated communication and control equipment. These systems will provide essential mobile mass notification capabilities for the base to ensure personnel safety and effective incident response. Scope of Work: The Contractor shall provide support to the ASG-J Jordan Directorate of Logistics by furnishing the following capabilities: Mobile High-Powered Speaker Stations (MHPSS) Trailer Units - Quantity: 2 Mobile Central Control Unit (MCCU) - Quantity: 1 200W Solar Power Packages - Quantity: 2 Conventional Radios (VHF/UHF Analog) & Cellular 4G LTE-A Routers - Quantity: 3 each Associated batteries, antennas, cables, and installation/start-up services. The Contractor shall perform in accordance with the standards and acceptable quality levels identified in the Performance Work Statement (PWS), applicable U.S. Army regulations, pamphlets, doctrine, Department of Defense manuals and instructions, and all other related contract documents. 3.0 Requested Information (Capability Statement) Communication Control (1 System): Mobile Central Control Unit (MCCU): Must feature a 7" touch screen for the user interface, an 8-watt amplifier with 1W internal speaker, connection for external speaker, (2) supervised push-button inputs, (1) 12VDC strobe output (1A max), (2) signaling relay outputs, microphone input, RJ45 Ethernet port, and line-level audio I/O. Control/Power: Internal 12V UPS, noise-canceling microphone, and capabilities for 8 hours of standby operation. Intelligent Control Gateway Board (ICG): Controller with a 32-bit ARM processor and multiple interfaces (Ethernet, USB, CANbus, RS232, RS485, radio, and telephone). Must support Ethernet/IP interface (including IPv6), advanced security, relays, and provide digital storage for prerecorded voice messages in field units. Outdoor High-Powered Speaker Stations (2 Systems): Audio Power: Each station must provide a minimum of 1600 watts of audio power. Enclosure: NEMA4X stainless steel siren enclosure with an attached ventilated battery compartment, integrated Class D amplifier, controller, intrusion switch, temperature-compensated battery charger, and power ON/OFF circuit breaker. Speaker Head: Stationary speaker head including four (4) 400W speaker horns with drivers. Siren Trailer: Must include a telescopic speaker pole, standard type bolt-on drawbar eye for vehicle transportation, front and rear expanding leveling jacks, utility cabinet, and rear/side vehicle lights. Local Operating Console (LOC): Must allow mounting up to 200 feet away from the panel. Must feature an LCD screen, noise-canceling microphone, and IP65 push-button membrane for local control, diagnostics, and live voice announcements. Power Supply: 200W Solar Package (including 200W solar panels, cables, and high-wind support brackets) and 12V, 100AH GEL batteries (4 per unit, 12 total required per air freight regulations). Prerecorded Messages: Must include digital message recording capabilities for at least 15 minutes of recording time, stored locally on the ICG boards. Radio and Cellular Communication Equipment: Radios: Conventional VHF/UHF Analog radios, up to 25W. Antennas & Accessories: OMNI Fiber Glass VHF antennas, surge protectors, and properly rated antenna cables. Cellular: 4G LTE-A Routers (NA compatible) with DIN rail mounting brackets and 3-in-1 Panel Antennas (2x5G/LTE, GNSS). 4.0 Submission Instructions Format: Submissions must be in [PDF/Word] format.
