Description

502d Contracting Squadron (502 CONS), JBSA Lackland hereby gives notice of its intent to award a sole-source, firm-fixed-price purchase order to acquire Original Equipment Manufacturer (OEM) parts/components for the replacement and restoration of existing HVAC infrastructure at JBSA FSH. No installation, assembly, or on-site labor services are required. Specifically, this requirement entails the procurement of proprietary OEM components for: Baltimore Aircoil Company (BAC) Cooling Towers Temtrol Air Handling Units (AHUs) This acquisition is being conducted in accordance with (IAW) the Revolutionary FAR Overhaul (RFO) streamlined procurement guidelines and existing base facility engineering standards. STATUTORY AUTHORITY - The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1) RFO 6.103-1 �Other than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.� The Contracting Officer has determined that only one (1) source is reasonably available to satisfy the technical and operational constraints of this installation, specifically requiring brand name OEM components. This streamlined notice is issued under the regulatory simplification policies established by the RFO initiative to minimize administrative burden while securing critical mission support. JUSTIFICATION FOR SINGLE SOURCE (OEM PARTS ONLY) - The facility infrastructure at JBSA FSH relies heavily on integrated mechanical HVAC systems engineered to exact manufacturer tolerances. To maintain system reliability, security, and operational capability, only authentic BAC and Temtrol components are acceptable for the following reasons: System Compatibility & Integration - The current cooling tower and air handling systems are proprietary units designed by Baltimore Aircoil Company and Temtrol. These systems interface directly with the base�s unified Building Automation Systems (BAS) and environmental control loops. The installation of non-OEM or third-party aftermarket components will disrupt system calibration, communication protocols, and overall mechanical performance. Warranty Preservation - The existing BAC Cooling Towers and Temtrol Air Handling Units are covered under existing manufacturer performance warranties. The introduction of non-OEM replacement parts voids these manufacturer warranties, exposing the Government to substantial financial risk in the event of major mechanical failures. Maintenance & Engineering Standards - To comply with DAF Civil Engineering standards and streamlined acquisition guidelines under the RFO initiative, all repairs and replacements must meet the original manufacturer's specifications. OEM components ensure identical materials, performance metrics, thermos-dynamic efficiency, and safety profiles, preventing premature wear on surrounding system components. DESCRIPTION OF REQUIRED SUPPLIES - This procurement requires a standard package of critical HVAC components, including but not limited to: BAC Cooling Tower OEM Components: Replacement fill media, spray nozzles, drive shafts, fan assemblies, and structural casing components engineered strictly for BAC models. Temtrol Air Handling Unit OEM Components: Direct-drive fan arrays, proprietary heating and cooling coils, custom damper assemblies, and control actuators matching Temtrol specifications. All items must be delivered in brand new original packaging from the manufacturer and must bear the standard OEM product warranty. See Attch 1. HVAC REPLACEMENT OEM PARTS ONLY LISTING (B3820 & B1029). SUBMISSION INSTRUCTIONS FOR INTERESTED PARTIES - THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL or REQUEST FOR QUOTE. However, interested parties may identify their interest and capability in fulfilling this requirement by responding within five (5) days after publication of this notice. This information will be used to determine the appropriate acquisition strategy, including whether a competitive solicitation is necessary. The Government retains sole discretion in making this determination. No formal solicitation package is available. IAW RFO 6.103-1(d) and the commercial streamlining principles of the RFO, the Government will consider capability statements, proposals, or quotations submitted by any responsible source that can demonstrate its ability to fulfill this requirement by email only with �RESPONSE TO INTENT TO SOLE SOURCE � HVAC OEM Parts Only (BAC & Temtrol)� in the subject line. All documents submitted will not be returned. Interested firms must submit comprehensive supporting evidence in writing to demonstrate their capability. Submissions must include the following information: Corporate Information: Company name, address, SAM.gov Unique Entity Identifier (UEI), and CAGE code. OEM Authorization: A formal letter or certificate from Baltimore Aircoil Company (BAC) and Temtrol verifying that the vendor is an authorized dealer, distributor, or reseller certified to supply authentic OEM parts. Technical Compliance: Proof that the offered components are brand name OEM items and meet all technical, dimensional, and functional specifications IAW the brand name Model and Serial Number. Delivery Capabilities: Demonstrated ability to supply and deliver the requested components to JBSA FSH within the required timeframe of 30-days ARO. Your submission must be received no later than the active response deadline; late or incomplete packages will not be accepted. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued.
