Description
THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Revolutionary FAR Overhaul (RFO) 12.102(a): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Government intends to solicit and negotiate with a single source, VirTra, Inc., under the authority of RFO 12.102(a). This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is A068543. The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Lindsey Graham (JBLG), SC intends to award a firm-fixed-price purchase order to VirTra, Inc. for the procurement of one (1) turnkey VirTra V-180� HD Immersive Use-of-Force and Marksmanship Training System (P/N: V-180-HD-TC-PT) supporting security training operations.The anticipated award date is Tuesday, 15 Sep 2026. The requirement encompasses the 180-degree front-projection simulator, proprietary TrackCam laser tracking system, APEX� analytics software, tetherless laser recoil conversion kits for service-issued M4 rifles and Sig Sauer M18 pistols, and complete on-site CONUS installation and operator training. The requiring activity requires an integrated firearms and use-of-force simulator capable of supporting high-consequence security decision-making and marksmanship qualifications in a 180-degree immersive environment. Market research indicates that VirTra, Inc. is the sole manufacturer of the only commercially available system that integrates multi-screen seamless real video (non-CGI), synchronized multi-screen laser tracking, proprietary tetherless service-weapon recoil kits with malfunction simulation, and embedded session analytics within a unified architecture. Alternative commercial systems do not possess this non-severable combination of integrated capabilities required to satisfy the Government's minimum operational standards. In accordance with RFO FAR 5.101(c)(vi), this notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a capability statement or quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responding source must be an Original Equipment Manufacturer (OEM) or an authorized distributor of the VirTra V-180� system pursuant to RFO FAR 5.101(c)(viii). "One or more of the items under this acquisition is subject to Free Trade Agreements."
