Description

This notice is being published in accordance with RFO Part 5.101, requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.103-1, 6.104, only one responsible source, and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs Medical Centers located in the VISN 1 Healthcare System have a requirement for Alaris Service and Maintenance The Government intends to award a firm-fixed-price sole source contract. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government's intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This notice will close on September 4, 2026, at 2:00 PM Eastern Standard Time (EST) ALARIS SUPPORT PROGRAM PERFORMANCE WORK STATEMENT The purpose of this procurement is to acquire infusion pump software management services (SMS) for use in the VA New England Healthcare System (all eight VISN 1 Healthcare Systems). The Contractor shall provide all software management services required to maintain and operate the Alaris Infusion System from BD (formerly CareFusion), currently located at the Boston-Jamaica Plains campus. BD will provide its Alaris Support Program. BD Technical Support Center is available Monday through Friday, 5 AM 5 PM PST, to provide immediate remote support. BACKGROUND Software management services for the Alaris Infusion System include software enhancements to server-based Alaris Infusion System software components; services that include internet, webinar, and on-site training and clinical education; support ranging from remote monitoring of the Alaris Systems Manager to technical support for the Alaris Infusion System; and include collection of data and providing analytics tools and services. Software enhancements do not include software updates or hardware upgrades to infusion devices. The following components comprise the Alaris Infusion System located throughout VA New England Healthcare System for this requirement. Table 1. Infusion system modules connect to an infusion controller (PCU). The PCU connects wirelessly to the VA enterprise network to transmit and receive data with the Alaris Systems Manager server. The Alaris Systems Manager resides on a server (virtual or physical) in a VA data center. Users will access the Alaris Systems Manager server to manage system configuration, retrieve pump connectivity data, capture data analytics, and upload infusion drug libraries. Users will also access software applications such as Guardrails Editor and Infusion Knowledge Portal (IKP) to manage drug library configuration and analyze reports collected from infusion data. The Alaris System Maintenance software is used during Alaris Infusion System maintenance. The Contractor shall provide the Alaris Support Program required under this contract for the following Alaris Infusion System equipment covered under this contract. All services performed shall support compatibility with the current infusion equipment. Table 2. Supported Alaris Equipment and Software Facility Name Server/Application Name Operating System/Version VISN 1 (VM hosted at BHS- Jamaica Plain campus) VHAV01CCAALARIS.V01.MED.VA.GOV Windows Server 2016 SCOPE OF WORK Under an Alaris Support Program agreement, the contractor will provide support to keep the software performing properly, including updates and upgrades as applicable. Software updates for BD servers to maintain the security or operation of the Software are generally released monthly. BD will deploy the updates to the BD server, and when the customer reboots the device, the update is installed. Software upgrades are included in a contracted support plan during the initial term and are scheduled at a mutually agreed-upon time. Upgrade means a major enhancement, new feature, or other improvements to the software. Hardware, 3rd party software, or any other software that BD generally licenses separately are not included. As upgrades are not provided automatically, BD will coordinate them directly with the customer.
