Synopsis This is a Sources Sought notice for market research purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources to perform the services described below. The Government is seeking to identify qualified vendors, particularly small businesses, who are capable of meeting the Government's requirements. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. The information received will be used to determine the appropriate acquisition strategy for a future procurement. 2. Requirement Description The Mission and Installation Contracting Command (MICC) at Fort Stewart, GA, on behalf of the 3d Infantry Division (3ID) G2, has a requirement for non-personal services to provide comprehensive maintenance, emergency repair, and cybersecurity sustainment for the Government's existing DAQ Electronics Starwatch� Security Management System (SMS) and Integrated Commercial Intrusion Detection System (ICIDS). The place of performance is Fort Stewart and Hunter Army Airfield, Georgia. The anticipated period of performance is a 12-month base year with three (3) 12-month option periods, projected to begin on or around the first quarter of Fiscal Year 2027. 3. Mandatory Requirements This requirement includes two (2) mandatory, non-negotiable constraints. Interested vendors MUST be able to meet both requirements at the time of proposal submission for any future solicitation. DAQ Electronics OEM Certification: The contractor must be an authorized and certified partner/integrator for DAQ Electronics security products. All technicians performing work under the contract must hold current factory certifications from DAQ Electronics to service proprietary Starwatch� SMS and ICIDS hardware and software. Facility Security Clearance: The contractor must possess a valid Top Secret (TS) Facility Clearance at the time of proposal submission, and all personnel performing on-site work must have, at a minimum, an adjudicated Secret clearance, with the Program Manager and key technicians requiring TS/SCI eligibility. This is required due to the necessity for unescorted access to Sensitive Compartmented Information Facilities (SCIFs). 4. Requested Information from Industry Interested parties are requested to provide a capabilities statement package (not to exceed 5 pages) that demonstrates the ability to perform the services described herein. The package must be submitted via email to the points of contact listed in Section 5 of this notice. Please include the following information in your response: Company Information: Company Name, Address, and Point of Contact (including email and phone number). UEI Number and CAGE Code. Socio-economic status under the specified NAICS code 561621 (e.g., Small Business, Service-Disabled Veteran-Owned Small Business, HUBZone, 8(a), Woman-Owned Small Business, etc.). Capability Questions (Must be answered): Question 1: Can your company perform the services described in the requirement overview (Section 2)? Please provide a brief narrative describing your company�s experience maintaining and repairing ICIDS systems, specifically the DAQ Electronics Starwatch� platform. Question 2: Does your company currently hold a valid Top Secret (TS) Facility Clearance? Question 3: If this requirement is set aside for small businesses, will your company be able to perform at least 50 percent of the cost of the contract performance with its own employees, in accordance with FAR 52.219-14, Limitations on Subcontracting? 5.
