Description

Notice of Intent to Award Sole Source Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Huachuca Division, intends to award a sole source contract to General Dynamics Mission Systems, Inc., for KG-175G/F TACLANE training to support the Regional Network Enterprise Center � National Capital Region (RNEC-NCR) at Ft. Belvoir, Virginia. This action is conducted under the statutory authority permitting other than full and open compet10 U.S.C. 3204(a)(1), RFO FAR 6.103-1 (d), this document justifies the use of a brand-name description for one responsible source, and no other supplies or services will satisfy agency requirements. Intended Awardee: General Dynamics Mission Systems, Inc. 1330 INVERNESS DR, SUITE 250, COLORADO SPRINGS, CO 80910 USA Description of Supplies/Services: GRD for KG-175G/F Taclane Training Background The Fort Belvoir Regional Network Enterprise Center � National Capital Region (RNEC-NCR) is executing a mandated SIPR network migration to implement the AGILE VLAN feature provided by KG-175G/F Taclane encryptors. Currently, RNEC-NCR lacks personnel formally trained and certified on these devices. This training is critical to ensure government personnel can effectively configure, operate, and maintain the new infrastructure and support customers connected via DISA Command Communications Service Designator (CCSD) circuits. Objective The objective is to procure on-site, certified training for ten (10) government personnel on the installation, configuration, management, and troubleshooting of KG-175G/F Taclane encryptor devices. Scope of Work The contractor shall provide a comprehensive training program delivered by a single, certified instructor. The training shall equip students with the necessary skills to support the Fort Belvoir SIPR ICAN and its associated AGILE VLAN architecture. The contractor shall deliver a formal KG-175G/F Taclane training course. The curriculum must cover, at a minimum: Device capabilities, components, and theory of operation. Installation and initialization procedures. Configuration for network operations, including the AGILE VLAN feature. Key management and COMSEC handling best practices. Network integration and troubleshooting procedures. Device maintenance and firmware updates. Instructor Requirements The contractor shall provide one (1) instructor who meets the following criteria: Must hold current, valid certification to teach the KG-175G/F Taclane course. Proof of certification may be requested. Must be local to the Washington D.C. / National Capital Region (NCR). No travel or travel-related expenses will be authorized or reimbursed by the government. Training Materials The contractor shall provide all necessary training materials for each student, including student guides, lab manuals, presentations, and any required software or reference aids. Place of Performance The training shall be conducted on-site at a government-provided facility at Fort Belvoir, VA. The North American Industrial Classification System (NAICS) code for this procurement is 611420. This notice of intent is not a request for proposals or quotations, and a solicitation will not be issued for this requirement.
