Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Air Station Kodiak for the purchase and installation of two (2) liquid oxygen tanks at Air Station Kodiak, Kodiak, AK 99615. The vendor will be AIRGAS USA, LLC, 6415 Arctic Blvd, Anchorage, AK 99518-1533 This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Airgas USA, LLC has already completed substantial project-specific work for this requirement, including an on-site survey at Air Station Kodiak and assessment of the installation conditions, site preparation needs, and services required to safely integrate the required 1500-gallon Chart LOX tanks. This site-specific knowledge allows Airgas to proceed without duplicative assessment, revalidation, or additional mobilization planning. Use of another vendor would require repeating the site survey and installation planning, increasing cost, delaying performance, and introducing avoidable technical and schedule risk. The duplication of effort required for another vendor to independently assess the site, validate installation requirements, and develop an implementation approach would not be overcome through competition, because any potential price savings would likely be offset by the additional time, cost, and risk associated with recreating work Airgas has already completed. Given the remote Alaska location, the specialized cryogenic oxygen requirement, and the need to maintain continuity of oxygen storage and distribution capability, award to Airgas is necessary to ensure timely, safe, and low-risk completion of the requirement USCG Base Kodiak, Kodiak, AK will be the procuring entity for this effort. Performance will be located at Kodiak, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 332420. This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 11 Sep 2026, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
