Description
NHTSA's New Car Assessment Program (NCAP) requires pedestrian protection impact testing on production motor vehicles. The Contractor(s) shall perform test-procedure evaluation; impactor qualification (headform, Flexible Pedestrian Legform Impactor (Flex-PLI), and upper legform); and pedestrian headform, Flex-PLI, and upper-legform tests on assigned vehicle models, in accordance with the NCAP Crashworthiness Pedestrian Protection Test Procedure, together with related qualification, reporting, and optional cyclist/aPLI testing. The Government intends to make multiple awards and to issue firm-fixed-price task/delivery orders for testing as vehicle models are assigned. valuation: Award will be made on a best-value tradeoff basis considering the following technical factors � (1) Technical Plan, Quality Assurance Management Plan, and Test Procedures; (2) Facilities and Equipment; (3) Organization and Personnel Qualifications; and (4) Past Performance and Prior Experience - and price.
