Description

1.0 Overview The U.S. Army Contracting Command (ACC), on behalf of Portfolio Acquisition Executive (PAE) Maneuver Ground, Project Manager Maneuver Medical Systems (PM M2S), is issuing this Request for Prototype Proposals (RPP) to solicit prototype project proposals for a modernized Anesthesia Workstation System (AWS). This RPP is issued pursuant to the Other Transaction Authority (OTA) under 10 U.S.C. � 4022. This is a DIRECT OTA and is NOT a solicitation for a procurement contract under the Federal Acquisition Regulation (FAR). Consortium membership is not required to respond to this RPP. 2.0 Mission Need & Scope The U.S. Army requires a Commercial-Off-The-Shelf (COTS) or Non-Developmental Item (NDI) anesthesia workstation system capable of supporting life-saving medical operations in austere environments at Role of Care (ROC) 3 with little to no modification. The system must overcome the capability gaps of legacy systems, specifically regarding interoperability with Army Oxygen Generation Systems, heavy logistical footprint (weight), and proprietary maintenance constraints. The Government intends to award one (1) OT Agreement for the delivery of two (2) prototype units. These units will undergo rigorous operational testing by the Medical Test and Evaluation Activity (MTEAC) and environmental testing conducted in accordance with MIL-STD-810H. Proposed solutions must be FDA-cleared for human use and Trade Agreements Act (TAA) compliant. A high priority for this effort is organic supportability. The Government strongly prefers systems designed to be maintainable by military Biomedical Equipment Technicians (BMETs) at the Field and Depot levels without reliance on proprietary vendor service contracts. 3.0 Follow-On Production Authority In accordance with 10 U.S.C. � 4022(f), this OT Agreement is issued with a provision for follow-on production. Upon successful prototype completion and validation, the Government may award a follow-on production contract or OT Agreement for approximately one hundred and eighty (180) AWS units without further competitive procedures. 4.0 Proposal Submission Instructions All proposal instructions, technical specifications (CODS and APAs), and evaluation criteria are detailed in the attached Request for Prototype Proposals (RPP) document. Questions: All questions must be submitted in writing via email to the Agreements Officer and Agreements Specialist no later than 15:00 ET on 17 September 2026. Proposals: Proposals must be submitted via DoD SAFE file transfer or secure email no later than 16:00 ET on 01 October 2026. Communications: Unauthorized contact with program office personnel or technical end-users regarding this RPP may result in disqualification.
