Description

NOTICE OF INTENT TO SOLE SOURCE The Defense Information Systems Agency/Defense Information Technology Contracting Organization (DISA/DITCO) intends to negotiate a sole source contract with Dataminr, Inc. A sole source Justification & Approval document is currently being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.301. The proposed contract action is to procure annual software licenses and support for Dataminr�s First Alert Advanced (P/N: DM-FAFC-ADV-IND), a proprietary, commercial off-the-shelf (COTS) real-time, AI-powered intelligence platform. This new Firm-Fixed Price (FFP) contract will upgrade the Government's existing First Alert licensing posture into a single, unified vehicle, while expanding capacity to support new requirements for additional Government partners. The contract structure includes a 12-month Base Year and four (4) 12-month Option Years. The Government is seeking 50 base First Alert Advanced individual use licenses with up to 21 optional licenses to support joint Government operations. The First Alert Advanced platform represents a critical technological evolution that introduces proprietary Agentic AI capabilities essential to the Government's mission. These capabilities include Tactical Predictive Intelligence, which leverages Dataminr�s proprietary 13+ year historical data archive to predict how an event may evolve. It also includes Agentic Corroboration & Context, which deploys a fleet of AI agents to instantly scan over 200,000 distinct public information sources�including social media, IoT sensor data, audio transmissions, and the dark web�providing real-time verification. Furthermore, the Government requires the unique capability to track and analyze anomalous airplane transponder signals (ADS-B Signals). The Dataminr First Alert Advanced platform consumes tens of millions of data points per day from radar, ground, and space-based ADS-B receiving stations worldwide. The platform uses proprietary AI methods�ranging from statistical event modeling to deep learning and machine learning�to detect anomalies in this time-series data, alerting watch-standers to critical national security events such as aircraft diverting from scheduled routes or exhibiting unexpected shifts in altitude or course. At this time, the incumbent contractor and original equipment manufacturer (OEM), Dataminr, Inc., is the only source capable of providing all necessary services. The requirement constitutes a highly specialized upgrade of existing, integrated Government software that relies entirely on proprietary data feeds, closed-source algorithms, and intellectual property owned exclusively by the OEM. Dataminr, Inc. maintains no authorized resellers or distributors. No other commercial vendor has the legal right or technical capability to access the existing Government infrastructure, modify the current software instances, or integrate the proprietary "Advanced" agentic AI modules. The statutory authority for other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 calendar days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement. The North American Industry Classification System (NAICS) code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) will be used for determining company size status.
