NOTICE OF SOLE SOURCE THIS IS NOT A REQUEST FOR QUOTE The Bureau of Indian Education (BIE), Pine Ridge School, intends to enter into a sole source contract under the authority of FAR 12.102, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Select Vendor: Black Hills Special Service (UEI: X8EZM1J9F7G6) Compass 1925 Plaza Blvd Rapid City, South Dakota 57701 United States Location of Service: DOI-Bureau of Indian Education Pine Ridge School 101 Thorpe Loop Pine Ridge, SD United States NAICS: 611430 - Professional and Management Development Training Size Standard: $15.0-in millions of dollars PSC: U009 - Education/training- General Period of Performance: 09/14/2026-06/30/2027 Estimate Grand Total: $60,900.00 The school requires professional development, instructional coaching, and school improvement support services for PreK-12 grade teachers, and support staff during School Year 2026�2027. The required services will provide both on-site and virtual, job-embedded professional learning and training including coaching designed to strengthen instructional practices, improve student outcomes, and support the school's continuous improvement priorities aligned to the school's Smart Goals.: Reading, Math, Graduation rate and attendance improvement. A core requirement is the contractor's experience with Danielson-aligned coaching and an understanding of Lakota cultural perspectives to ensure tailored professional development. The Contractor's extensive knowledge of our school data and programs is the key factor in determining a single sole source action for this year's professional development. There is no other consultant who can give the academic and social support that the select Contractor can, due to historical knowledge. Switching contractors will significantly jeopardize teacher progress made to date caused by a change of instructors, course materials, course curriculum, and the time it takes to learn and adapt to a new or existing system. By remaining with the same Contractor, the school staff and contractor will be able to pick up where they left off and build on the skills previously developed and implemented. Maintaining existing contractor is critical to success and reduces risk for learning loss. The government does not anticipate substantial cost reductions to result from increased competition. Technical questions will not be answered for this requirement being this is not a request for quote nor proposal and the government is not accepting quotes nor proposals in response to this notice. Any contractor information provided in response to this notice is strictly voluntary and shall be at no cost to the government.
