Description

The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a Sole Source Basis with Rotunda Scientific Technologies LLC under 12.201-1, only one responsible source. This is a Presolicitation notice in accordance with RFO 5.101. Award a sole-source, firm-fixed-price contract to Rotunda for a E1000 Bruker Magnettech ESR5000 Benchtop ESR/EPR Spectrometer System. This includes associated hardware, software, and installation. The Bruker ESR5000 unit is a unique deployable spectrometer that meets the need for rapid assessment of radiological dose in the field in support of the DoW Biodosimetry Network, a DHA-led program. It is the only deployable Electron Paramagnetic Resonance spectrometer with the capability to meet the needs of the Services. This allows the Services to characterize potential deployed forces level of radiobiological exposure and/or contamination for determining health status, driving treatment and saving lives. The rapid assessment of radiological dose using the deployable spectrometer to process biological samples supports the DHA combat health support mission. If not acquired, DoW would not be able to promptly assess radiological dose in a radiological/nuclear environment. This would be detrimental to the deployed forces, not being able to distinguish who can be returned-to-duty versus who would be expectant Rotunda Scientific Technologies LLC. holds exclusive rights to sell the ESR5000 spectrometer and its accessories for dosimetry purposes in the U.S. through an agreement with Bruker. The North American Industry Classification System (NAICS) for this requirement is 334516 and FSC 6515. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.
