Description

The Marine Corps Logistics Command intends to award a sole-source contract to Phillips Corporation, Federal Division, for Performance Assurance, preventive maintenance, inspection, testing, and related maintenance support services for Government-owned industrial manufacturing equipment located at Production Plant Barstow, Yermo Annex, Yermo, California. Phillips Corporation, Federal Division, is the only authorized source capable of providing Performance Assurance services for the Haas and OMAX equipment covered by this requirement. The Government�s current intent is to include additional equipment manufactured by companies other than Haas and OMAX under the same contract for contract-administration convenience, coordinated scheduling, continuity of service, centralized accountability, and mitigation of performance and operational risks. The anticipated scope includes scheduled Performance Assurance services, preventive maintenance, equipment inspections, functional assessments, calibration analysis, vibration analysis, geometry inspections, Renishaw ballbar testing, drawbar force testing, OMAX annual waterjet services, replacement of specifically included maintenance components, equipment-condition reporting, and recommendations for follow-on corrective maintenance or spare parts. The requirement covers Government-owned industrial machines manufactured by Haas, OMAX, LVD/Strippit, Cincinnati, Fadal, Trumpf, Hyundai-Kia Machine, and Hardinge. The anticipated contract will include a base period and option periods. The Government does not intend to issue or post a solicitation for the Haas and OMAX portion of this requirement because Phillips Corporation, Federal Division, is the only authorized source for the required Performance Assurance services. However, before making a final acquisition determination, the Government is conducting market research to determine whether qualified sources exist to service the covered equipment manufactured by companies other than Haas and OMAX and whether separating that portion of the requirement would be in the Government�s best interest. This notice is not a request for quotations or proposals. Responsible sources may submit capability statements addressing only their ability to provide Performance Assurance services for the covered equipment manufactured by companies other than Haas and OMAX. Responses concerning the Haas and OMAX equipment are not requested. Capability statements must clearly demonstrate the firm�s ability to: Service the applicable equipment manufactured by LVD/Strippit, Cincinnati, Fadal, Trumpf, Hyundai-Kia Machine, and Hardinge; Identify the specific manufacturers, equipment models, and services the firm is capable of supporting; Provide qualified personnel with applicable OEM training, certifications, authorizations, or demonstrated experience; Perform the required preventive maintenance, inspections, functional testing, condition assessments, and reporting; Provide all required labor, supervision, tools, diagnostic equipment, travel, maintenance components, and technical expertise; and Meet applicable OEM requirements, manufacturer-recommended maintenance practices, and technician qualification requirements. Interested sources must submit their capability statements electronically to GySgt Matthew Radi at matthew.radi@usmc.mil no later than 25 September 2026 at 9:00 am EDT Submissions must include, at a minimum: Company name and address; Unique Entity Identifier and CAGE Code; Business size and applicable socioeconomic status; Point of contact information; Specific manufacturers and equipment models the firm can service; Applicable OEM authorizations, certifications, or technician qualifications; Relevant experience performing similar services; and Sufficient technical information for the Government to evaluate the firm�s capability. The Government will use the information received solely for acquisition-planning and market-research purposes, including determining whether it is in the Government�s best interest to separate the non-Haas and non-OMAX equipment from the contemplated Phillips sole-source contract. If the Government determines that separating the requirement is not practicable or in its best interest, it may proceed with an integrated sole-source award to Phillips Corporation, Federal Division. A determination regarding whether to separate any portion of the requirement is solely within the Government�s discretion. The Government will not reimburse respondents for any costs associated with preparing or submitting a capability statement. The Government is not obligated to acknowledge responses, conduct discussions, or award a contract as a result of this notice.
