Description

This is a combined synopsis solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued. This solicitation is being issued as a request for quote. The solicitation number is 31090PR260000364. Provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026. This is a small business set aside. The NAICS for this action is 238210: Electrical Contractors and Other Wiring Installation Contractors. The size standard is $19 million. Questions received after this date may not be answered prior to the closing date of the solicitation. Quotes shall be emailed to the contracting officer (primary point of contact) and contract specialist (secondary point of contact). The emailed offer shall contain the solicitation number in the title of the email. FAR provision 52.212-1, Instructions to Offerors � Commercial Products and Commercial Services, applies to this action. FAR provision 52.237-1, Site Visit, applies to this action. Submitted offers shall contain the name, title, email address, and telephone number of the company point of contact who can legally bind the company contractually. In addition to the price for completion of the required services, offerors must provide a technical approach addressing the tasks in the Statement of Work. The government intends to make a single award to a responsible vendor that provides an offer evaluated as technically acceptable at the offered lowest price. The technical approach shall be evaluated to ensure the approach addresses the required tasks in the Statement of Work. Price shall be evaluated in accordance with techniques listed in FAR part 15.404. Offerors must be registered at SAM.gov at the time of offer submittal and have completed FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, on file. FAR clause 52.212-4, Contract Terms and Conditions � Commercial Products and Commercial Services, applies to this acquisition. The following clauses apply to this acquisition: 52.222-50, Combating Trafficking in Persons; 52.226-8, Encouraging Contractor Policies to Ban Text Messaging While Driving; and 52.232-33, Payment by Electronic Funds Transfer � System for Award Management. The contracting officer will not consider the following representations when making award decisions or enforcing requirements: paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications�Commercial Products and Commercial Services.
