Description

GENERAL STATEMENT US Army Corps of Engineers, Portland District, Bonneville Lock and Dam are soliciting for the purchase and installation of blade seals for Powerhouse II Main Unit Kaplan turbines. The turbine runners are 5-bladed vertical axis Kaplans. The contractor will supply and install turbine blade seals on the Kaplan turbine of Main Unit 16. The second set of blade seals for Unit 17 is optional, as defined in this Performance Work Statement. The contractor will provide seals based on drawings and dimensions provided by the Government. The Government requests expedited fabrication, delivery, and installation at the earliest practicable opportunity following contract award. The Government anticipates contract award on or about 9/30/2026. This date is for planning purposes only and does not alter the Contractors performance obligations, which begin upon contract award. PERFORMANCE STANDARDS AND GUIDELINE REQUIREMENTS The Contractor shall furnish all supervision, labor, equipment, materials necessary to perform the work required under these specifications except for those items specifically identified as government provided. The Contractor shall place all trash and litter pickup in dumpsters located on the project. Telephone service will not be provided. The Contractor will furnish, deliver, and install newly manufactured Kaplan blade seals and all accessories at Bonneville Lock and Dam as detailed in this PWS. Contractor shall also provide required documentation as stated in section 5.1.3 of this PWS. Description of Supply and Service Supply Turbine Blade Seals. The Contractor is responsible for designing and fabricating one-piece solid seals for five-bladed Kaplan turbine runners. The seals are required to have redundant sealing edges, no split, and field-molded solid at site. No gluing, cold bonding, or hotbonding using additional material are permitted. The seals will need to be bonded without any external additional material (adhesive or elastomer) to ensure identical material properties across the entire seal and geometric continuity of the seal edges. The nominal packing size will have an OD of 45.252-inch and an ID of 43.993-inch. The blade seals are original to the 1980s installation and final seal dimensions are to be verified prior to delivery and installation. Approximate dimensions are provided herein for pricing purposes only. The seal housing (turbine hub bore and turbine blade trunnion sleeve) dimensions will be confirmed prior to the supplier coming to site for installation. For compatibility with material selection, the outer surface the seal will be against is cast steel. The inner surface of the blade seal housing is stainless steel.
