BPA Set-up for Raw Materials of Base Rock, Clean Rock, and Riprap The purpose of this amendment is to provide questions and answers asked thus far. 1. What gradation, size, quality, or testing standards apply to the base rock, clean rock, and riprap? Do specific Missouri DOT specifications apply? Answer: MoDOT specifications apply. We would like to have 1" Base, 2" Base, 3" Base, 1' Clean, 2" Clean, 4" Clean, and riprap (or comparable products to these). Quantity will be as needed by the National Park Service. 2. Attachment 1 identifies pricing as �Per Ton,� but the unit column lists �EA.� Should all prices be quoted per ton? Answer: Yes, pricing should be provided per ton/for one ton. If a Call is placed for more than one ton, the price will be calculated by multiplying the per ton price by the number of tons ordered. 3. Do the estimated quantities represent anticipated usage for one year or the entire five-year BPA period? Answer: Estimated quantities listed are for each year, but you are only entering the price for one ton of each type of material for each year. Materials will be ordered as needed, and there are no guaranteed quantities. 4. How will the Government evaluate the 15 annual unit prices without annual estimated quantities or an evaluated-total formula? Answer: Quotes will be evaluated in accordance with 52.212-2 of the solicitation to determine the quote which provides the best value to the Government. In determining best value, the following factors will be considered: (1) Materials that meet the requirement (2) Past Performance and (3) Price. Pricing is only one thing that will allow the government to determine the best value. 5. Please confirm that NPS personnel will pick up all materials and that the contractor has no delivery obligation. Answer: From the SF1449, General Information: Materials ordered will be picked up by National Park Service personnel. Orders/Calls will either be placed in advance or at the pickup location. 6. Does the 20-mile limitation apply to the actual material pickup facility? Answer: From the SF1449, General Information: Rock material pickup location must be within 20 miles of Highway 19 and Highway 106 junction in Eminence, MO. 7. What response time is required after a BPA call is placed? Answer: 72 Hours 8. Must the pickup facility maintain a certified truck scale and provide certified weight tickets? Answer: Yes 9. Is the $200,000 maximum shared across all awarded BPAs or applicable separately to each BPA? Answer: Each BPA. 10. Please reconcile the stated $10,000 individual call limit with FAR 52.216-19, which references up to $30,000 for a combination of items. Answer: The intention is that the awardee does not have to honor an order for a single item if it is over $10,000.00, or if two or three items are ordered and the value of those two or three items together is over $30,000.00. 11. Does NPS anticipate one award or multiple BPA awards, and will calls be competed among BPA holders? Answer: From the SF1449, General Information: This solicitation is expected to result in one or more firm fixed price Blanket Purchase Agreement(s). Calls will not be competed. Calls will be placed as needed based on item price and availability at the government's discretion. 12. What past-performance information should offerors submit, including the preferred number and recency of references? Answer: Past performance information was not requested in the solicitation, but the government may consider any source of past performance information. If the offeror is not providing the materials directly, then please provide two to three references for managing similar actions that were subcontracted. Include a brief description of the work/contract, location, dates of performance, contract value, client name, client reference phone number and email address. 13. Attachment 1 asks offerors to describe available size ranges but provides only one pricing row for each material category. May offerors add separate rows and unit prices for each available size? Answer: Yes 14. Is there a minimum pickup quantity, standard advance-notice period, or required loading schedule for individual calls? Answer: There is not a minimum quantity. Materials must be available for pick up within 72 hours of us placing a Call. Additionally, the pickup facility must have standard loading equipment to load customer vehicles. 15. May a small-business offeror supply material produced and loaded by a qualifying local small-business quarry, provided the offeror remains responsible for contract administration, ticketing, and invoicing? Answer: Yes Submit all questions electronically only via email in writing at least 3 days prior to the RFQ close date to allow for answers to be provided, to James Bissaillon, james_bissaillon@ios.doi.gov. Quotes are due by 5:00 PM CDT on September 18, 2026, unless changed by solicitation amendment. Reminder to monitor the solicitation posting for any amendments posted until the solicitation closes. Offerors must acknowledge any/all amendments by the due date and time for quotes.
