Sources Sought Synopsis / Notice of Intent to Increase Contract Ceiling Joint Base Lindsey Graham � Facility Enhancement & Maintenance (FEM) IDIQ Program Classification Code: Z1AA (Maintenance of Office Buildings) / Z2AA (Repair or Alteration of Office Building) NAICS Code: 236220 � Commercial and Institutional Building Construction (Small Business Size Standard: $45.0M) Notice Type: Sources Sought / Special Notice 1. GENERAL INFORMATION & PURPOSE: The 628th Contracting Squadron at Joint Base Lindsey Graham, SC, is issuing this Sources Sought Synopsis as a market research vehicle for the existing Facility Enhancement & Maintenance (FEM) Multiple-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. It is the Government's intent to execute bilateral modifications to increase the cumulative program dollar ceiling by $2,000,000 (adjusting the total ceiling from $16,500,000 to $18,500,000) across existing contracts FA441823D0002 (K&K Industries) and FA441823D0003 (RAAD Construction Group) on a sole-source bridge basis pursuant to 10 U.S.C. 3204(a)(1) as implemented by RFO FAR 6.103-1, should no other firm demonstrate the capability to support the immediate requirement without unacceptable operational delays or substantial duplication of costs. The current ordering period expires on 30 November 2026. The work consists of furnishing all labor, materials, equipment, and supervision necessary to perform surface preparation and painting, comprehensive flooring replacement, and minor structural repairs across Joint Base Lindsey Graham. Individual task orders will continue to be competed between the incumbent contractors under fair opportunity procedures pursuant to RFO FAR 16.507-2. A fully competitive follow-on IDIQ contract is currently being developed for award prior to 2027. Note: A copy of the current FEM Statement of Work (SOW) is provided for review as Attachment 1. 2. CAPABILITY INFORMATION REQUESTED: Interested firms believing they possess the capability to satisfy this immediate sustainment requirement are invited to submit a capability statement (maximum 5 pages) containing the following: (a) Company Profile: Company Name, Address, Point of Contact, Phone Number, Email, CAGE Code, and Unique Entity Identifier (UEI). (b) Socioeconomic Status: Business size and socioeconomic certifications under NAICS 236220 (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB). (c) Teaming / Joint Ventures: Indicate whether performance would be accomplished directly or via a joint venture/teaming arrangement. (d) Bonding Capacity: Single project and aggregate bonding capacity. (e) Relevant Past Performance: Provide up to three (3) relevant projects performed within the past three (3) years demonstrating prime contractor experience in painting, flooring, and structural facility repairs on DoD or federal installations. Include contract numbers, dollar values, period of performance, and customer POCs. (f) Mobilization & Security Readiness: Provide an explicit timeline (in calendar days) detailing how long it would take your firm to achieve full on-site operational readiness at Joint Base Lindsey Graham, specifically addressing personnel base access security badging, localized material supply-chain onboarding, and on-site project management. 4.
