Description

NOTICE OF INTENT TO SOLE SOURCE TO A SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) The Department of Veterans Affairs (VA), Network Contracting Office 10 (NCO 10), intends to award a sole-source contract to CDS Services Inc., a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), for bed bug pest control services in support of the Louis Stokes Cleveland VA Medical Center and associated VA facilities. REQUIREMENT The contractor shall provide all labor, supervision, management, transportation, supplies, materials, and equipment necessary to perform bed bug pest management services. Services include bed bug inspections, treatments, follow-up inspections, and related Integrated Pest Management (IPM) services on an as-needed basis. Services may be required during regular business hours, after hours, and on weekends at the Louis Stokes Cleveland VA Medical Center and associated VA facilities identified in the Performance Work Statement. NAICS: 561710 - Exterminating and Pest Control Services PSC: S207 - Housekeeping - Insect/Rodent Control ANTICIPATED PERIOD OF PERFORMANCE October 3, 2026 through October 2, 2027 PRIMARY PLACE OF PERFORMANCE Louis Stokes Cleveland VA Medical Center 10701 East Boulevard Cleveland, OH 44106 Services may also be required at associated VA facilities identified in the Performance Work Statement. SOLE-SOURCE AUTHORITY The anticipated value of this acquisition is below the Simplified Acquisition Threshold (SAT). The Department of Veterans Affairs intends to award this requirement using other than competitive procedures pursuant to 38 U.S.C. 8127(b), as implemented by VAAR 813.106-70(b) and the VA Veterans First Contracting Program. The Contracting Officer intends to exercise the statutory authority provided under 38 U.S.C. 8127(b) to make a sole-source award to CDS Services Inc. Competition is not being sought for this acquisition because the Contracting Officer is exercising the VA's statutory authority to award a procurement below the SAT to an eligible SDVOSB using procedures other than competitive procedures. In accordance with VAAR 819.7008, a determination that only one SDVOSB can meet the requirement is not required when exercising this sole-source authority. The Contracting Officer has determined that the anticipated award can be made at a fair and reasonable price and that use of the sole-source authority is in the best interest of the Government. NOTICE This Special Notice is provided for informational purposes only. It is not a Request for Quotations (RFQ), Request for Proposals (RFP), or solicitation for competitive offers. The Government is not requesting quotations, proposals, or capability statements in response to this notice. The Department of Veterans Affairs does not intend to issue a competitive solicitation as a result of this notice. The Department of Veterans Affairs intends to proceed with a sole-source award to CDS Services Inc.
