COMBINED SYNOPSIS / SOLICITATION (COMPETITIVE) Title: Account Management, Planning, and Maintenance for Online Crowd-Sourced Surveys and Cognitive Tasks for Individuals (i) This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; a written solicitation will not be issued. (ii) The solicitation number is 75N98026Q01128. This solicitation is issued as a request for quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01. (iv) This requirement is full and open with no set-aside restrictions. The associated NAICS Code is 541990 All Other Professional, Scientific, and Technical Services and the small business size standard is $19.5M. (v) The Government anticipates award of a firm fixed-price purchase order for the services acquired under this acquisition, and the anticipated period of performance is September 28, 2026 through September 27, 2027. (vi) Description of Requirement: The Unit on Computational Decision Neuroscience (CDN) at the National Institute of Mental Health (NIMH) is requesting to run online surveys of individuals with and without mental health disorders with an online survey provider�s platform. To conduct these studies, NIMH will require a contract for a provider to collect these surveys and provide the responses along with additional demographic information. The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The contractor shall provide services for managing accounts for online crowd-sourced research. See attached Statement of Work for Specific Requirements (vii) Delivery: See attached Statement of Work for Specific Delivery or Deliverables. (viii) The provision at RFO 52.212-1, Instructions to Offerors�Commercial Products and Commercial Services, applies to this acquisition. (ix) The provision at RFO 52.212-2, Evaluation�Commercial Products and Commercial Services, applies to this acquisition. (a) Evaluation Factors. The Government will award a contract resulting from this solicitation to the lowest priced technically acceptable offeror. (b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (c) The clause at RFO 52.212-4, Contract Terms and Conditions � Commercial Products and Commercial Services, applies to this acquisition. (d) System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. Contracting officers will rely on representations from offers based on provisions in the solicitation. Entities are not required to, nor are they able to update their entity registration to remove these representations in SAM. (e) No additional contract requirement(s) or terms and conditions have been determined by the contracting officer to be necessary for this acquisition and consistent with customer commercial practices. (f) The Defense Priorities and Allocations System (DPAS) is not applicable. (g) Submission Requirements: Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category and the total amount. (h) The provision at RFO 52.251-1 Solicitation Provisions Incorporated by Reference (Feb 1998) applies to this solicitation. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In addition to places or areas identified in wage determinations, if any, attached to the solicitation, wage determinations have also been requested for the following: None. The Contracting Officer will request wage determinations for additional places or areas of performance if asked to do so in writing by 9:00 a.m. EST, September 18, 2026. (b) Offerors who intend to perform in a place or area of performance for which a wage determination has not been attached or requested may nevertheless submit bids or proposals. However, a wage determination must be requested and incorporated in the resultant contract retroactive to the date of the contract award, and there shall be no adjustment in the contract price.
