Description
*****This announcement is not a formal Request for Quotes (RFQ). This SSN/RFI is for informational and planning purposes only and does not guarantee that an award will be made. Any quotes submitted in response to this SSN/RFI are not quotes on which an order will be issued. The Government assumes NO financial responsibility for any costs incurred. A solicitation package is not available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this SSN/RFI or NRL�s use of such information either as part of our evaluation process or in developing specifications or work statements for any subsequent requirement. PURPOSE AND ACQUISITION BACKGROUND The purpose of this notice is to identify potential industry sources capable of delivering a high-precision, multi-channel Advanced Global Navigation Satellite System (GNSS) Simulator suite. This requirement will support critical Position, Navigation, and Timing (PNT) research, development, and testing spanning dual-frequency GPS baselines, encrypted military signals (SAASM and AES M-Code), full-spectrum multi-constellations, Low Earth Orbit (LEO) Alternative Navigation (ALTNAV), lunar S-band PNT, contested/threat environments, and multi-element Controlled Reception Pattern Antenna (CRPA) wavefront testing. SALIENT CHARACTERISTICS & TECHNICAL SPECIFICATIONS The required capability consists of a minimum of two (2) discrete simulation units meeting the essential physical, electrical, and functional characteristics detailed below. Essential Physical and Electrical Characteristics (Applicable to Both Units) Essential Physical Characteristics Mounts in standard width 19-inch rack mount and includes mounting brackets. Mountable rack units less than or equal to 27 inches of depth. Stable operation over temperature range of 10degC to 40degC and 40% to 90% relative humidity, non-condensing. RF output ports are located on front and rear of chassis and are Type N female connector. RF connector ports are all 50-ohm impedance. Minimum of one combined RF output Type N female connector for high-power generation (+50dB above nominal). BNC female connector for 1 Pulse Per Second (PPS) input for syncing to external pulse. BNC female connector for 1 Pulse Per Second (PPS) output from simulator to provides a precise hardware timing reference signal of the simulated UTC second. BNC female connector for trigger input port to start or synchronize a scenario run. BNC female connector for an external 10 MHz reference input. BNC female connector for 10Mhz internal reference output. At least four (4) Universal Serial Bus (USB Type-A, 3.0 or higher) ports on rear panel and 2 USB (Type-A, 3.0 or higher) ports on front panel for I/O connections. At least one video interface option must be DisplayPort (DP 1.4a or higher) or High-Definition Multimedia Interface (HDMI 2.1 or higher). Trusted Platform Module (TPM) 2.0 or higher included on computer to address Security Technical Implementation Guide (STIG) requirements. Essential Functional Characteristics (Operational, Behavioral, Software Capabilities) At a minimum, two separate units are needed. The first unit must simulate the constellations listed below and simulate a receiver in a stationary (static) position or in a moving (dynamic) position either on the earth or in a Low Earth Orbit (LEO) around the earth. Global Positioning System (GPS) � including the Selective Availability Anti-spoofing Module (SAASM) classified package and M-code L1 � 1575.42MHz L2 � 1227.6MHz L5 � 1176.45MHz Global Navigation Satellite System (GLONASS) L1 � 1598.06MHz to 1609.31MHz L2 � 1242.9375MHz to 1251.6875 MHz BeiDou Navigation Satellite System (BDS) B1I � 1561.098MHz B2I � 1207.14MHz Galileo Global Navigation Satellite System E1 � 1575.42MHz E5a � 1176.45MHz E5b � 1207.14MHz E6 � 1278.52MHz Navigation with Indian Constellation (NavIC) L5 � 1176.45MHz S-band � 2492.028MHz QZSS L1 � 1575.42MHz L2 � 1227.6MHz L5 � 1176.45MHz Alternative Navigation (ALTNAV) Simulate Low-Earth Orbit (LEO) satellite signals used for commercial and military alternative navigation. Emulates non-GNSS radio frequency sources, including ground-based transmitters. Lunar PNT 2483.5 � 2500 MHz S-band range, XONA Space system emulation X1 � 1591.2MHz � 1595MHz X5 � 1180.4MHz � 1200.6MHz � Integrated commercial low Earth orbit (LEO) production signals bundle software (designed specifically to generate and test next-generation LEO-based PNT waveforms such as Xona). System 2 (Multi-Output & Secure PNT for CRPA Testing) The second unit must simulate only the GPS constellation below and still simulate a receiver in a stationary position(static) or in a moving(dynamic) position either on the earth or in a Low Earth Orbit (LEO) around the earth. Global Positioning System (GPS) � including the Selective Availability Anti-spoofing Module (SAASM) classified package and M-code L1 � 1575.42MHz L2 � 1227.6MHz L5 � 1176.45MHz � Minimum of 4 element Controlled Reception Pattern Antenna (CRPA) testing capability. The platform is required to emulate the synchronous, phase coherent and spatially correct RF wavefront as received at each element of a CRPA. REQUIRED CONTRACTOR RESPONSE FORMAT: Interested parties, at a minimum, shall supply all of the below required information in a Capability Statement. 1. TECHNICAL INFORMATION: a) List of capabilities/resources relevant to the above specifications. b) Questions for the Technical team regarding changes/suggestions to the specification list to add clarity. (Questions will not receive a response but will be provided to the technical team for consideration in preparing the final specification.) 3. COMMERCIALITY OF PROPOSED ITEM: a) Whether item(s) offered/proposed is a commercial item offered by your company and/or customarily used by the general public or non-government entities for other than Government purposes. b) Whether the item has been sold, leased, or licensed to the general public, and if so, identify one or more such sales, leases, or licenses to document the commerciality of the item. 4. PRODUCT DESCRIPTION: a) Provide a description of how the proposed product will meet or exceed each of the required technical specifications. b) Provide a product brochure and highlight the areas that meet or exceed specifications. 5. PAST PERFORMANCE: A list of contracts or task orders that are similar to that required under the attached Specification. 6. MULTIPLE AWARD SCHEUDLE CONTRACT: a) Indicate whether products and services are all available on a GSA contract, or similar vehicle. b) Provide applicable GSA or other contract number. 7. ADDITIONAL REQUIREMENT DETAILS: Responses should be no more than 5-7 pages.
