Description

THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis is hereby issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203 to announce the Government's intent to increase the programmatic ordering ceiling of the Mission Training Complex Capability Support (MTCCS) II, Multiple Award Task Order Contract (MATOC), by $129M on a noncompetitive basis. Services under this MATOC encompass non-personal operational, technical, administrative, and program management services supporting individual through collective MC training. The ceiling increase applies across the existing MTCCS II MATOC suite comprising the following base contracts: Base Contract Contractor W900KK-24-D-0003 Booz Allen Hamilton Inc W900KK-24-D-0004 CSA Global LLC W900KK-24-D-0005 General Dynamics Information Technology W900KK-24-D-0006 Northrop Grumman Systems Corporation W900KK-24-D-0007 Phoenix Logistics LLC W900KK-24-D-0008 Valiant Global Defense Services Inc. W900KK-24-D-0009 Applied Training Solutions LLC W900KK-24-D-0010 Core Government Services Corporation W900KK-24-D-0015 Veteran's First LLC W900KK-24-D-0014 Nemean Trideum Joint Venture LLC W900KK24D0012 Evocati Solutions JV W900KK24D0013 Liberty Business Solutions W900KK24D0020 Thalin W900KK24D0022 Gemini Technical Services The Army Contracting Command Aberdeen Proving Ground Orlando Division (ACC-APG-ORL) and the U.S Army Combined Arms Center have identified a critical need to increase the MTCCS II MATOC cumulative ceiling to ensure uninterrupted execution of the Army�s Mission Training Command (MTC) Program. The contemplated $129M ceiling increase is necessitated by environmental landscape changes and operational training demands, guaranteeing the continuation of vital Mission Command (MC) training delivered to units throughout the Army. Due to the ongoing operational tempo and specialized scope of work, no other contractors are currently positioned to assemble and mobilize the required administrative infrastructure, program management, and subject matter experts without creating an unacceptable mission lapse. Awarding the requirement to any sources other than the established MTCCS II contract holders would cause significant disruption of ongoing mission-critical training services. This is not a request for competitive quotes. The Government intends to award a sole source action to increase the MTCCS II contract ceilings under statutory authority 10 U.S.C. 3204(a)(1) as set forth in FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested firms that believe they possess the capabilities to satisfy the requirement may submit a written capability statement. Responding contractors must be registered in the System for Award Management (SAM) at sam.gov. All responses must be submitted no later than the Response Date and Time identified above. A determination by the Government not to compete this proposed contract action based upon responses received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Telephone inquiries will not be accepted.
