Description

This is a Sources Sought notice issued by the Naval Surface Warfare Center, Crane Division (NSWC Crane) in support of the Weapon Systems Development Division (Code JXP). This notice is issued solely for market research and planning purposes in accordance with FAR Part 10. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Department of War (DoW) to contract for any supply or service whatsoever. The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the respondents expense. NSWC Crane Code JXP serves as the Navys engineering agent and full life-cycle support facility, providing technical leadership in the areas of Small Arms, Small Arms Ammunition, Pyrotechnics, Demolitions, Asymmetric Initiation Systems, and Unmanned/Counter-Unmanned Systems (UxS/C-UxS). The Government requires non-personal Level of Effort (LOE) engineering, technical, programmatic, management, test and evaluation, logistics, and in-service support services. The operational environment requires support across indoor/outdoor firing ranges, explosive test facilities, and laboratories. Performance requires access to classified information up to the SECRET level and requires specialized personnel certifications (e.g., Level I/II NDT Radiographers, CDL HAZMAT drivers, and Cyber Security Workforce [CSWF] credentials). The Government intends to utilize the SeaPort-NxG Multiple Award Contract (MAC) vehicle for this procurement. The anticipated contract type is Cost-Plus-Fixed-Fee (CPFF) Level of Effort Task Order. The primary objectives of this Sources Sought are to: 1. Determine Industrial Base Capabilities: Assess the capabilities of Small Business and Large Business SeaPort-NxG prime contractors to determine the appropriate acquisition strategy (e.g., 100% Small Business Set-Aside vs. Unrestricted Competition). 2. Optimize for Executive Order (EO) 14402: Solicit specific industry feedback to identify SOW tasking that is sufficiently mature, predictable, and deliverable-based to be executed as Firm-Fixed-Price (FFP) rather than CPFF. 3. Enhance Performance-Based Acquisition (PBA): Solicit industry recommendations on the draft Quality Assurance Surveillance Plan (QASP) to establish objective, measurable Acceptable Quality Levels (AQLs) and effective incentive/disincentive structures.
