AASF Fuel Farm Motor, Pump, and Meter Replacement

The NVARNG Purchasing and Contracting Division, on behalf of the 991 Aviation BN, requires a replacement of a fuel farm motor, pump, and meter to pull fuel from the underground tanks into refueling vehicles. Previous damage to the fuel farm�s Scully switch and bypass of the safeguards on it placed undue stress on the motor, pump and meter, which have failed. The motor or pump have seized and the fuel farm is unable to deliver fuel from the tanks into the HEMTT refueler vehicles. Please refer to the attached "PWS- Fuel Farm Pumps and Motor Replacement" for a full description of the requirment. Interested vendors may use the attached SF1449 to submit a quote or use their own company-formatted document. 1. To ensure the timely and equitable evaluation of quotations, vendors must follow the instructions contained herein. Vendors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and sub-factors, if applicable. 2. SAM (System for Award Management): in order to be considered for a contract award, the company must be registered and active in the SAM database at the time of submission of offer at: www.sam.gov. 3. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer (KO), the KO will proceed to award to the next otherwise successful registered Offeror. 4. In addition to a Technical Proposal, Quotes must include: a. A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (1) If the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) (accessed through https://www.sam.gov), the Offeror shall complete only paragraph (b) of FAR 52.212-3. (2) If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete paragraphs (c) through (v) of FAR 52.212-3. b. Past performance information is not required; however, the government reserves the right to check past performance records and other government agencies if deemed necessary. 5. Additional Information: a. All offers will be reviewed for timeliness. If the offer is received after the closing date, the offer may not be considered. b. The government will award a contract to the vendor whose offer represents the Best Value to the Government. Evaluation-Commercial Products and Commercial Services (a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: 1. Technical Proposal - The technical proposal must ensure that the proposed pump, motor, and meter are not just individually compliant, but are fully integrated and rated to work safely together in a Class I, Division 1 hazardous location. Vendors must provide proof of certifications rather than simple statements of compliance. At a minimum, the technical proposal should address how the vendor will meet the following Critical Technical Evaluation Criteria: a. Fuel Pump: � Flow Rate (GPM): Must match the system's operational requirements (e.g., refueler truck loading vs. bulk transfer); � Material Compatibility: Housing, seals, and gaskets must be compatible with the specific fuel type (JP-8, F-24, Diesel, Mogas); � Inlet/Outlet Size: Flange dimensions must match existing piping to prevent flow restriction. - IAW � API 610 (Centrifugal Pumps) or API 676 (Rotary Pumps) where applicable & � Manufacturer curves showing NPSH (Net Positive Suction Head). b. Electric Motor: � Hazardous Location Rating: Must be rated for explosive atmospheres; � Electrical Compatibility: Voltage, phase, and frequency (e.g., 460V/3-Phase/60Hz) must match the existing facility electrical grid; � Horsepower (HP) & RPM: Must adequately drive the pump under peak load without overheating. - IAW � UL Listed/CSA Certified for Class I, Division 1, Group D environments & � NEMA Premium Efficiency standards. c. Fuel Meter: � Accuracy & Repeatability: Must meet strict tolerances for custody transfer or inventory control; � Register/Pulser: Mechanical register or electronic output must interface with the existing Fuel Facility Control System (FFCS) or Automated Fuel Service Station (AFSS); � Pressure Rating: Maximum Working Pressure (PSI) must exceed the pump's deadhead pressure. - � NTEP (National Type Evaluation Program) or OIML certification for custody transfer & � Weights & Measures approval. d. Integrated System: � Physical Footprint: The new components must fit on the existing concrete pad and align with current piping configurations; � Coupling & Alignment: Method of coupling the motor to the pump (e.g., flexible coupling with non-sparking coupling guard). - IAW � NFPA 30 (Flammable and Combustible Liquids Code) & � Unified Facilities Criteria (UFC) 3-460-01 (Design: Petroleum Fuel Facilities). 2. Price 3. Past Performance - the government may use past performance to determine awardee selection if necessary. Past Performance is not required unless specifically requested by the contracting officer. (b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
