Description

The Commander, Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to PerkinElmer U.S. LLC, 710 Bridgeport AVE, Shelton, CT 06484-4797 (CAGE: 9G526) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102(a), only one source reasonably available and no other supplies or services will satisfy agency requirements. The Materials Engineering Division (MED) at Fleet Readiness Center Southeast (FRCSE) has a requirement to procure a highly specialized, portable, and fully integrated Fourier Transform Infrared (FTIR) system. Fourier Transform � Infrared Spectroscopy is a critical characterization technique used to obtain infrared spectra of small molecules, polymeric, and composite materials in liquid and solid phases. The existing legacy spectrometer is aged and commercially obsolete, with ongoing system deterioration and the lack of manufacturer support preclude the MED�s ability to guarantee the accuracy and reliability of critical analytical results. Securing a replacement system is paramount, as this instrument is a mission-essential tool required to conduct urgent, point-of-need chemical analysis and material identification directly on the floor of the Aviation Composites Repair facility. The operational environment is characterized by the presence of volatile organic compounds (VOCs) and suspended conductive particulates generated during composite repair and painting/coating operations. Due to the significant risk of electrical arcing and ignition in these spaces, an instrument with a low-voltage optical design is mandatory to comply with Navy Safety and Occupational Health (SOH) program guidelines. The primary objective for a Firm-Fixed-Price (FFP) procurement of one complete, turnkey, portable Fourier Transform Infrared (FTIR) spectrometer system utilizing a low voltage laser design. The system must possess specific salient safety and operational characteristics to allow for safe operation within a hazardous industrial environment. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within four (4) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
