Applanix POSPac MMS Software Maintenance Renewal

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W913E526QA011 is issued as a Request for Quotation (RFQ) for Applanix POSPac MMS Software Maintenance Renewal. This acquisition is a total small business set-aside. This is a brand-name requirement for Applanix POSPac MMS software maintenance. The Government will not accept substitutions or �equal� products. Competition is among vendors capable of providing authorized Applanix POSPac MMS software maintenance for the Government's existing licenses. The Brand Name Justification supporting the restriction to the Applanix POSPac brand is provided with this solicitation. This solicitation incorporates provisions and clauses by reference. The applicable solicitation provisions and contract clauses are provided in the attached RFQ W913E526QA011. Contract Line Items CLIN 0001 � Base Year Applanix POSPac MMS Software Maintenance Renewal Quantity: 1 Lot Maintenance Entitlement: 1 October 2026 through 30 September 2027 Electronic Delivery/Activation: No later than 1 October 2026 Delivery Completion Date: 30 September 2027 Applanix POSPac MMS SmartBase USB License Extended Software Maintenance for four (4) existing licenses, serial numbers 5022, 5059, 4940, and 4777. The maintenance entitlement shall be effective from 1 October 2026 through 30 September 2027. If exercised, the maintenance entitlement shall be effective from 1 October 2029 through 30 September 2030. CLIN 4001 � Option Year 4 Applanix POSPac MMS Software Maintenance Renewal Quantity: 1 Lot Maintenance Entitlement: 1 October 2030 through 30 September 2031 Electronic Delivery/Activation: No later than 1 October 2030 Delivery Completion Date: 30 September 2031 Applanix POSPac MMS SmartBase USB License Extended Software Maintenance for four (4) existing licenses, serial numbers 5022, 5059, 4940, and 4777. If exercised, the maintenance entitlement shall be effective from 1 October 2030 through 30 September 2031. Description of Requirement The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL), Remote Sensing/GIS Center of Expertise in Hanover, New Hampshire, requires continued annual software maintenance for four (4) existing Applanix POSPac MMS USB software licenses, serial numbers 5022, 5059, 4940, and 4777. The Applanix POSPac brand is required. The software maintenance is necessary to maintain the Government's existing POSPac MMS USB licenses and provide continued access to the current software capability. The Contractor shall provide Applanix POSPac MMS SmartBase USB License Extended Software Maintenance for the four (4) existing licenses. Annual maintenance shall include all applicable bug fixes, service packs, software upgrades, and technical support when-and-if available during the applicable maintenance coverage period. Substitutions or �equal� software products, or maintenance for substitute software products, will not be accepted. Delivery The Contractor shall ensure the applicable annual software maintenance coverage for each of the four (4) existing Applanix POSPac MMS SmartBase USB licenses is activated and effective no later than the first day of the applicable maintenance coverage period identified above. The annual maintenance coverage shall remain active and available through the last day of the applicable maintenance coverage period. The Contractor shall provide electronic confirmation of the maintenance renewal to the Government by email no later than the first day of the applicable maintenance coverage period. For purposes of the contractual delivery schedule, the delivery completion date for each annual maintenance period shall be the last day of the applicable maintenance coverage period. FOB: Destination. Quoters are directed to the attached RFQ W913E526QA011, including the Description of Requirement, Section L � Instructions, Conditions, and Notices to Offerors or Quoters, and Section M � Evaluation Factors for Award, for the complete solicitation requirements, instructions, provisions, clauses, and terms and conditions. Evaluation and Basis for Award This solicitation is restricted to the Applanix POSPac MMS brand. �Equal� products or maintenance for substitute software products will not be considered for award. The Government will evaluate quotations based on: Technical Capability Brand-Name/Authorized Maintenance Delivery and Maintenance Coverage Price Technical capability will be evaluated on an Acceptable/Unacceptable basis and will not be comparatively rated. Award will be made to the responsible Offeror submitting the lowest-priced technically acceptable quotation that conforms to the requirements of the solicitation. For evaluation purposes, the Government will evaluate the total quoted price for the basic requirement and all four (4) option years. Evaluation of the options does not obligate the Government to exercise the options. The detailed evaluation criteria and basis for award are contained in Section M of the attached RFQ. Quotation Submission Quotations are due no later than 12:00 PM Central Time on Friday, September 25, 2026. Quotes shall be submitted via email to: Kim D. Quoters shall comply with all quotation submission requirements contained in Section L of the attached RFQ. To be eligible for award, the Offeror shall maintain an active Federal Government contracts registration in the System for Award Management (SAM) when the quotation is submitted and at the time of award and shall meet all other registration, representations, certifications, and exclusion requirements identified in the solicitation.
